ISS Defends Huashan Hospital Baoshan Campus Against Typhoon Dolphin

In mid-August, Typhoon Dolphin severely impacted the Yangtze River Delta region. As the IFM service provider for Huashan Hospital Baoshan Campus, the ISS project team strictly adhered to flood prevention guidelines guided by bottom-line and worst-case scenario thinking, and fully implemented directives from the hospital and group headquarters.

Facing sustained heavy rainfall and severe flood risks, the team leveraged its standardized professional FM advantages, embedding scientific contingency planning, shift rotation and coordinated dispatch into the entire flood response process. Focused on core functions including engineering O&M, housekeeping & drainage, logistics support and material allocation, the team built a solid "blue line of defense" for the campus with robust on-site performance.

01 Proactive Contingency Planning-From Experience to Standardized Operations

Upon the typhoon warning, the team immediately activated the flood prevention response mechanism, shifting from reactive response to proactive preparedness — a critical measure for hospital properties where flood safety directly impacts medical operations.

(I) Targeted risk assessment

Led by the property manager, the team conducted a full campus risk inspection, covering low-lying areas such as underground garages and equipment rooms, with priority focus on roof drainage above operating rooms, ICUs and power rooms, the sealing of outpatient hall canopy. 

(II) Standardized material preparation 

Modular flood control supplies (sandbags, water barriers, emergency lighting, portable and diesel water pumps) were pre-staged at key locations. Customized waterproof baffles were installed and pressure-tested at underground garage entrances to prevent water backflow. 

 

02 Scientific Scheduling: From Labor-Intensive to Precision Deployment 

The team adopted a science-based staffing model to sustain service quality and avoid fatigue-driven risks.

(I) Dual-core command system 

The project manager and engineering supervisor led 24/7 on-site command, with established linkage to the hospital’s duty office and local water authorities for direct, efficient instruction delivery. 

(II) Tidal shift rotation 

A four-shift rotation system was implemented with structured rest breaks. Engineering handled equipment inspection and drainage; housekeeping cleared public area water accumulation; logistics secured patient transfer routes. Hot meals and dry clothing were provided to support frontline staff.

(III) Professional collaboration 

High-capacity pumps and high-pressure flushing equipment were deployed for targeted drainage, with operations optimized under guidance from hospital and water authority experts. 

 

03  On-Site Defense: Demonstrating IFM Accountability 

The ISS team maintained a steady presence across all high-risk locations throughout the typhoon.

(I) Engineering team 

Conducted round-the-clock inspections of rooftops, power rooms and pump houses, monitoring water levels and activating backup pumps to ensure stable power and water supply. 

(II) Housekeeping team

Deployed combined mechanized and manual cleaning to clear road and entrance water accumulation, laid anti-slip mats and posted warning signs to keep emergency access unobstructed. 

(III) Logistics team

Secured safe transport of specimens, medications and patients between emergency, operating rooms and wards, assisted with patient diversion, and supported temporary resettlement operations. 

 

04  Extended Service: Reliable Healthcare Support 

Aligned with its customer-centric philosophy, the team extended services beyond core FM duties during the extreme weather.

Customer service stewards issued weather warnings and safety updates via building broadcasts and notice boards to ease concerns among patients and staff. The management team also visited frontline and third-party personnel to deliver care and reinforce team cohesion.

 

05  Delivering Commitments Through Professional IFM 

All medical operations at the campus remained stable and orderly after the typhoon, validating ISS’s professional IFM delivery capabilities.

This typhoon response served as a practical test of ISS’s integrated facilities management expertise. Moving forward, the project team will further refine emergency plans and enhance team competency, continuing to deliver safe, efficient and people-oriented IFM services to safeguard reliable healthcare operations at Huashan Hospital Baoshan Campus.
